Sept. 2025 - Recording Secretary Donald Chapman stopped by the Probation Department to welcome two new Motor Vehicle Operators i — Derrick Haskins and Frank Manfredonio. Derrick, already a proud Local 983 member transferring from another agency, is glad to continue his union journey with us. Frank, newly hired, is excited to join after hearing from Derrick about the strong benefits and representation Local 983 provides. Welcome, Derrick and Frank — we’re stronger together!

July 9, 2025 - Newly elected Vice President Jose Padilla and Recording Secretary Donald Chapman met with MVOs and MVs at Harlem Hospital regarding a labor-management meeting where the Chief of Hospital Police who oversees the Non-Emergency Transportation Department was trying to change the schedule to avoid paying overtime - a violation of the collective bargaining agreement. Vice President Ralph Baselice testified on June 23 at a City Council Committee on Public Safety
June 23, 2025 - Vice President Ralph Baselice testified at a City Council Committee on Public Safety hearing regarding Law Enforcement’s Role in Keeping City Parks Safe. He spoke about how the number of PEP officers and UPRs are down significantly and unless the City commits funding to increase those positions, which will increase visibility, then the parks will not be as safe. "The data show that when the number of officers is increased, crime is down," he testified. Recording Secretary Donald Chapman also attended the hearing.

June 2025 - Recording Secretary Donald Chapman met with newly hired #MVOs Kevin Mai and Allan Bennerson who both started at H+H Gotham. He signed them up for Local 983 membership and to receive their benefits.


April 22, 2025 - Recording Secretary Donald Chapman and Vice President Ralph Baselice signed up newly hired DOT ACHRs during a new member orientation and explained the benefits of belonging to the greatest union in New York City.

March 2025 - Recording Secretary Donald Chapman and Vice President Ralph Baselice met with three new groups of ACHRs at DOT in mid March and signed them up as new members of Local 983. The new hires were all excited to become part of the Local 983 family and learn about all the advantages of being part of the union.

Feb. 10, 2025 - Congratulations to new MVO Brandon Freeman, hired at the NYPD. Brandon was already a Local 983 member working at Health + Hospitals when he decided he wanted to switch up his career. Oct. 2, 2024 - Recording Secretary Donald Chapman met with members from the Law Department in Manhattan to discuss issues and concerns, and update them on union information.
June 20, 2024 - Recording Secretary Donald Chapman ran into MVO Kashmir Peterson from the Department of Homeless Services while making the rounds. The two were able to discuss issues at DHS.

Sept 10, 2024 - Vice President Ralph Baselice and Recording Secretary Donald Chapman met with newly hired UPRs at the Academy on Randall's Island.

July 25, 2024 -  Local 983 Treasurer Marlena Giga attended a plaque unveiling for a PEP horse, Justice, that passed away suddenly earlier this year on April 20, 2024. Justice served the Mounted Pep Unit and the City of New York from Oct. 6, 2012, until his passing. The plaque was presented to Captain Cowan and the Mounted Unit on behalf of Local 983. The Mounted Unit is vital to safety of all New Yorkers, patrolling our natural wooded areas, participating in search and rescue, and assisting with crowd control at parades and concerts throughout the city.
